Chapter-I

 

 

1. Name – All India Federation of Power Diploma Engineers.

 

2. Head Quarter Office – The Central office will be located at New Delhi.

 

3. Aims and Objectives

 

  1. All India Federation of Power Diploma Engineers will provide a common platform to Power Diploma Engineers working in power industry of country to maintain and safeguard the dignity and honour of engineering profession.

 

  1. It will work to promote the sense of fraternity, brotherhood and cooperation amongst the members in the interest of Industry and Country.

 

  1. Finding out the ways and means to solve the unemployment problem of Diploma Engineers and enhance the status of power diploma engineers working in different organizations of power industry.

 

  1. To rationalize service conditions, working conditions of power diploma engineers.

 

  1. To improve technical knowledge of power diploma engineers by all means in the interest of power industry.

 

  1. To draw the attention of Government / Administration towards the common demand of power diploma engineers to avoid industrial unrest.

 

  1. To work for welfare of power diploma engineers and power industry in the interest of country.

 

4. Function 

 

  1. To strengthen the federation by holding periodical meeting of council / executive committee / zonal and state wide meeting.

 

  1. Organizing Technical seminars, workshops and lectures and publishing Technical article in journal or news bulletin for enhancement of technical knowledge in the members.

 

  1. Maintain fully equipped (accquipped) office along with Technical Library to remain in contact with constituent units.

 

 

  1. To suggest Government / Administration regarding taking steps to improve the technical / professional knowledge in Power Diploma Engineers to perform their duties more efficiently.

 

  1. To raise and utilize (relies) the funds.

 

  1. To make contact with Government / Administration for attainment of aims and objective of federation.

 

  1. Federation can have coordination with such other non-political organization in the interest of members.

 

 

Chapter-II

Membership

 

A.           The Power Diploma Engineers Association / Sangathan / Organisation working for welfare of Diploma Engineers in Power industry as in State Electricity Boards / Power Corporations / Utpadan Nigam / Generation corporation / TRANS-CO/Electricity Department of Central / State Government etc. shall become the constituent of Federation.

 

B.           Power Diploma Engineers Association / Sangathan / Organisation on prescribed application from along with “Affiliation Fee” can apply for affiliation in federation.  The executive committee will finalize the affiliation issue, however president and secretary general will accord provisional affiliation if application found complete in all respect according to rules or otherwise decision of executive committee meeting will be communicated to constituent in writing.  If decision found otherwise affiliation fee will be refunded without interest.

 

C.           1. Secretary General shall arrange to maintain a register for affiliated units in which names of affiliated units along with name and address of their office Bearers / Representative will be mentioned.  This register will be kept up dated as per latest information given by constituent unit.

 

2. Affiliation Fee – The constituent unit eligible for membership of the federation shall have to pay Rs.500/- or any amount fixed ( any change) from time to time along with application form.

 

3. Subscription – The constituent units shall have to pay Rs.2.00 per member of constituent unit but minimum of Rs.2500/- for 1000 member or part there of or any amount fixed ( any change) from time to time.  The subscription for federation will be come due in any case from 1st of January of that year and same is( in) remittable to the federation with in the same calendar year.

 

Chapter-III

 

            The management of federation shall be done through a body including the (constitution member ) constituent units and their representatives, called council of federation.  It will be the supreme body of the federation.  It will consist of president, general secretary of constituent units and nominated members for the federation by constituent unit.  Nomination by constituent units will be in ratios of 1/1000 member or part there of.

 

            Executive Committee – It consists of elected office bearers of the federation ,(and) the  President and General Secretary of the constituent units.

 

1. Duties and Responsibilities of Council & Executive Committee:

 

1-(a) Council:  This is the supreme body of the federation.  It will look after all affair of the federation according to the constitution.  Council will conduct the election of office bearers from (form) the executive committee, to give guide lines to the Executive Committee for proper functioning of the federation, finalization of charter of demands (charter), change in constitution if any required in the interest of the federation’s aims and objectives. Approval of reports of the secretary general and the finance secretary presented to the Council and planning of the activities and the budget for the coming years. (Approval of funds, expenditure of presiding year and finalization of budget for the coming year etc).

 

 

1. (b) Meeting of Council:  Normal meeting of council shall be held at least once in year and the general council after a Spain of two year.  The General Council of the federation will take(s) decision in all matters referred in constitution.  While ordinary council will discuss the relevant issue and give guideline to the Executive Committee for implementation. Urgent (Emergent) council meeting will be summoned for specific point.

 

1. (c) Place & Time of meeting: The Council meeting of the federation shall be called by the secretary general in consultation with the present,  the date and place of meeting will be decided by the Executive Committee.  Efforts shall be made to organize the meeting in rotation keeping in mind the zonal offers etc.  Special council meeting will be held as per the requirements of  the federation.

 

2. (a) Executive Committee:  It has got full Executive authority on behalf of the Federation and shall remain responsible for up keeping of the Federation office, library and maintenance of movable / immovable properties.  It will take decisions to find out ways and means for implementation of policies and programs given by the council, finalization of affiliation, to look after the working of federation, Office bearers, keeping watch on working and requirement of the constituent units, formation of sub committee for sorting out particular issue in the interest of the Federation and giving guidelines to the office bearers for proper functioning of the federation, recommendation to the (federation) council in the matters of immediate attention like agitation programme, constitutional issues connected with the demands and welfare of the power diploma engineers.

 

2. (b) Meeting of Executive Committee: Normal Executive Committee meeting shall be convened at least three times in a year and in emergency condition executive committee meeting can be convened at any time.  Prior to General Council Meeting an executive committee meeting is a must, in which all relevant matters to be placed before the General Council will be discussed.

 

3. Notice of Meeting:

 

(a) Council:  Normal meeting of council shall be convened at least with two months prior notice, while the urgent (emergent) council meeting will be convened with 15 days prior notice.  The date, time and place of meeting will be mentioned in notice.

 

(b) Executive Meeting Normal executive committee meeting shall be convened at least with one month prior notice while urgent (emergent ) executive committee meeting can be convened (summand) at any time on seven days notice.

 

Ouorum for the Meeting

 

Quorum for the council and the Executive committee meeting will be 1/3rd of its member strength respectively.

 

Chapter-IV

Funds and Expenditure

 

            The funds are necessary for proper functioning of the federation, which shall be collected from the constituent units (member) as membership subscription, donation, affiliation fee, collection of advertisement for the federation journal etc.  For collection of money from the above sources, numbered receipt books and coupon required will be printed and issued to office bearers or representatives of the Federation by the finance secretary.

 

            The receipt book and coupons so printed will be entered in a register for proper accounting and will be issued to the office bearers / representatives after making entry of the same in (same) register, the entry of Receipt books and  coupons received back from the office bearers will also be made entered  in the same register.

 

            The amount so collected through (throw) receipt books / coupon will be entered in the cash book maintained for the purpose of the federation. Separate account (a/c) will be opened in a nationalized bankIn normal course, as for as possible 25% of the amount collected shall be made as saving (shall be made) to create funds for the future.

 

 

 

Expenditure:

 

            Council will pass the Budget for yearly expenditure scheduled for efficient working of the federation, accordingly (by) the executive committee and office bearers will make expenditure from funds keeping in mind the priority of work.  Federation’s day to day working fund will be limited to 75% of the total collection as for as possible.  Payments will be made by finance secretary on the vouchers passed (voucher) by president / secretary general only.

 

Accounts:

 

            Federation’s accounts (receipt amount) income and expenditure (in day to day working) as per the budget approval will be maintained by the finance secretary of the federation.  In case of additional (extra) expenditure in any particular ‘Head’, prior approval from the executive committee will be obtained. (taken in emergency.). In case of emergency the same will be ratified in the forthcoming Executive committee meeting (It will be rectified by coming EC) as early as possible.  For proper accounting of funds a register will be maintained by the finance secretary for upkeeping of printed receipt books / coupons.  Income and Expenditure of (account of) the Federation will be audited (as per the cash book) by the auditor of the Federation and will put up before the executive committee meeting prior to submission in the council meeting.

2. Duties and Responsibilities

 

            The Chief Advisor of the Federation can (be come the same) be a person who is deemed fit suitable (fit) for the post in the interest of the Federation and can give advise / help in sorting out the problems of members in all respect.  Council of Federation will nominate the (to) Chief Advisor.

 

2.(1) President

 

a)    Shall preside over all council / executive committee, (and) any other (committee) meetings.

b)    Shall guide and control the activities of the Federation and the council.

c)    Shall regulate the proceedings of the meetings and the conference, interpret the rules and bye-laws and decide (doubtful points).

d)    Shall in addition to his ordinary vote, have casting vote in case of equality of votes.

e)    Shall be eligible to hold an imprest (incur and expenditure) up to Rs.5,000/- and in special circumstances up to Rs.10,000/- subject to ratification by the Executive Committee.

f)     He will be the Chief controller of Funds and Accounts.

g)    He will pass bills more than 5000/- but below 10,000/-

 

2. (2) Senior Vice President

 

            The Senior Vice President shall help the (to) president in organizational matters in all respect. Senior Vice President also preside over the meetings of the Federation and will perform all other duties and responsibilities of the president holding same power and dignity in the absence of the president.

 

2.(3) Vice President

 

            In the absence of present and Senior Vice President, Vice -president will function as per article 2.1 and 2.2 .

 

2.(4) Secretary General

 

a)    Shall conduct all correspondence.

b)    Shall have general supervision of Accounts, verify bill up to Rs.5000/- for payment.

c)    Shall organize, arrange and convene council and executive committee meeting, conferences, lectures.

d)    Shall attend all meetings of the Council and the executive committee and keep proceedings thereof.

e)    Shall be Ex-office member of all committees.

f)     Shall maintain a correct and up-to-date register of all member constituents of the federation and council members.

g)    Shall organize the federation with the help all office bearer and create interest in units for taking part in the federation activities.

h)   (He)  will be responsible for up keeping of all records.

i)     (He)  will issue instructions to office bearers and constituent units in the interest of federation.

 

2(5) Additional Secretary General

 

a)    Shall be in charge of the central office and maintain all the records of the federation in order, as per the constitution and guidelines of the Secretary General.

b)    Additional Secretary General also will perform all other duties and responsibilities of the Secretary General holding same power and dignity in the absence of the Secretary General .

c)    Shall make correspondence as per the (general) guidance of the Secretary General and help him in preparing agenda of the meetings and all official business i.e. recording of the proceedings of the meeting etc.,

d)    Shall maintain a permanent imprest of Rs.500/- for meeting with routine office expenses.

e)    Shall help the Secretary General in all organizational matters as and when necessary.

 

 

 

 

2.(6) Deputy Secretary General:

 

            In the absence of Secretary general and Additional Secretary General , Deputy Secretary General will function as per article 2.4 and 2.5 .

 

2.(7) Finance Secretary

 

a)    Shall receive all funds of the Federation and deposit them in Bank approved by the council to the credit of the Federation.

b)    Shall be responsible for collection of all subscription and contributions due from (on) constituent units.

c)    Shall be responsible for keeping up-to-date accounts of the Federation and keep record of printed receipt books / coupons.

d)    Shall dispose of the bills for payment as approved by president / secretary general , additional secretary general.

e)    Shall get the accounts audited by the auditor.

f)     Shall prepare accounts to be placed before the Executive Committee.

g)    Shall prepare annual accounts and a balance sheet showing the financial position of the Federation duly audited by the Auditor and approved by the Executive Committee.

h)   Shall prepare the annual budget and place before the council for approval in consultation with the secretary general and the president.

i)     (He)will issue the receipt books and receive back closed receipt books along with the details of collection and expenditure.

 

2.(8) Chief Organising Secretary

 

            He will collect the reports from all the organizing Secretaries (regarding of constituent units contribution) towards the activities of Federation  (He will) and submit the report of this effect to President, Secretary General.

 

2.(9) Organising Secretary

 

            He will act as a coordinator amongst the member constituents of the organization (Zonal), create interest towards the Federation activities, (to create units) and help the Secretary General in all other organizational activities. He will keep watch on the (and) activities of  the  zonal / constituent unit / federation office bearer and give report (of this effect ) to chief organizing secretary.

 

 

 

 

 

2(10) Publication Secretary

 

a)    He shall publish all activities of the Federation.

b)    He shall be in charge of editing, printing, publishing and circulation of the journal among members.

c)    He shall maintain accounts in respect of receipt and expenditures for the journal and place the accounts before the executive committee and council duly audited by the auditor for approval.

d)    Shall collect advertisements, printing materials and news about the  Federation and Member constituent’s activities for publishing in the Journal.

e)    Shall be responsible (to the Federation ) for all printed materials in the journal.

f)     Shall be the custodian of the library, etc.,

g)     Shall create a Journal Committee in consultation with the President , secretary general and the Finance secretary who are deemed to be the the  members of the Journal Committee. Secretary general will preside over the meeting as when required.

h)   Shall preside over the meeting of the Journal Committee in the absence of Secretary General.

i)     Shall be responsible for giving wide publicity to the activities of Federation.

j)      (He) will maintain the library along with books and other materials( kept in the library,)  for the benefit of the members.

 

2(11) Zonal President / Secretaries

 

            The Zonal president and Zonal secretaries will be elected in consultation with (by) the zonal constituents units.  These office bearers will be solely responsible for the organizational activities and implementation of the programs in the zones and the zonal constituent units.

 

            Organize their respective zones, through mobilizing the constituent’s units and ( in zones he will be) responsible for affiliation of the constituent units in the federation.  They will assist (help) the Secretary General in all matters of their respective zone.

 

2(12) Auditor

 

            The central accounts of the Federation shall be audited by the auditor and the report in respect of the same will be submitted to the executive committee.

 

 

 

 

 

2(13) Office Secretary

 

Office secretary will assist the Secretary general in all issues by properly maintaining the records, proceedings of the meetings, collection and submitting of data’s required by the secretary general in conducting the office.

 Assists the secretary general by supplying data’s in preparing drafts for the meetings, seminars, lectures and representations, relating to the affairs of the federation.

 

Chapter-VI

 

Rules and Regulation

 

       1) Federation will be a non political organization.

 

2)    Executive committee of the Federation will take decision for coordination with such other organization on common demands, if necessary, and (fund) function in the interest of the Federation Member.

 

3)    The power diploma engineer association / similar organization, having member as power diploma engineers or member working on diploma engineer post after getting promotion, can become the constituent units of the Federation.

 

4)    The member constituent units if fails to deposit the subscription to the Federation for two consecutive years, the Council will cease its membership.

 

5)  The member constituent if found working against the objectives, rules and  

regulations of the federation, (their) an explanation will be called from them by the secretary general and reply of it will be put up before the committee meeting. If executive committee feels otherwise the membership will be ceased.

 

6)               a) Membership ceased of constituent as per clause (4) of, rule will be restored on application along with collection fee of constituent and pending subscription.

 

            b) Membership ceased of as per clause (5) of rule will be restored on written undertaking of constituent that in future constituent unit will not carry out any activity which may be against rules regulation and objectives of federation along with restoration fee of Rs.100/-.

 

7.         Secretary General will summon council and executive committee meeting on advice or consultation with the president.

 

8.         Election of office bearers of the Federation will be done by an election officer nominated by the federation council of federation amongst the members.  The decision of the election officer in respect of the election will be final.

 

9.         Normal tenure of office bearers will be of two years. In special case it may be six month later or sooner with the consent of the E.C.  

 

10.       Executive committee can take disciplinary action against any office bearer except president and secretary general if found working against the objectives and aims of the federation.

 

11.       Vote of no confidence against any office bearer of the federation, including the president, can be passed by 2/3rd of the majority of the council, if the meeting  is summoned for the purpose.  The new election will also take place in the same meeting in the interest of the Federation.

 

12.       A member of council who has been attached with the working of the Federation for two continuous terms only will be eligible for the post of president and secretary general, however any councilor shall be eligible for the rest of the posts of the federation (office bearers).

 

13.       Urgent (Emergent) council or executive committee meeting will be held on written request of at least three constituent members or 1/3 of executive members.

 

14.       Any resolution can be considered for placement before the annual general council, if it reach to the secretary general at least one month before meeting.  In special / emergency it can be placed before the council with the permission of the president.

 

15.       Any member of the the council / executive committee unable to attend the council or executive committee meeting may appoint a proxy whose name will be lodged with the secretary general before the commencement of the meeting but he will not take part in case of voting in any matter.

 

16.       If a member/members of the executive is absenting (in absconding) himself / themselves for more than three consecutive meetings, he / they  can be expelled from (form) the membership.

 

17.       President of the federation will be the chief controller of funds and accounts.

 

18.       Any payment to (of) the office bearer / any person for a particular job will be made on passed vouchers only.

 

 

 

19.       Finance secretary shall collect all deposited amount from member / office bearer and will deposit in a nationalized bank after opening an account in the name of Federation.  The bank account will be opened by the Finance Secretary, the president or the secretary general.

 

20.       If due to any reason any post of the office bearer / member executive falls vacant, it will be filled amongst the council or by president and secretary general which will be rectified in the fourth coming executive committee.

 

21.       The federation can not be dissolved till (its) at least three constituent units or 1/3 of council strength remain intact, if dissolved due to lack of requisite number of members the assets and liabilities will be disposed of as per the provision of the the society act.

 

22.       If the constituent unit (will) withdraw its councilor and who (same) is the office bearer of the Federation. The particular office bearer will be changed except president and secretary general.              The President and the secretary general can be changed only by the council called for the purpose.
